Rear mudguard 1952 18s

Recently acquired the correct rear mudguard ('52 18s).
Should the mudguard be clamped by the top shock bolt or does the nut sit inside the large hole?
The previous mudguard was a bit of a cobble up, going by the parts list I presume it doesn't clamp at this point?

The bolt that secures the top of the rear suspension unit goes through the mudguard support tube and the mudguard. A sleeve nut, part no. 016712, is fitted from the inside of the mudguard and into the large hole in the support tube.

In '52 the lifting handles were narrower and had a plain hole. The hole in the mudguard was 3/8". The top pivot bolt went right through and was fixed by an ordinary 3/8" nut 00003. Later mudguards had a larger hole. The lifting handles were wider and more rounded with a recess to accomodate the sleeve nut 016712.
